Orta Karadeniz Development Agency (OKA) — Çorum
The Orta Karadeniz Development Agency (OKA) is one of Türkiye’s regional development agencies, established under Law No. 5449. It covers the TR83 region, comprising the provinces of Amasya, Çorum and Samsun. Its headquarters is in Samsun, while an Investment Support Office serves investors in Çorum, hosted in the Çorum Chamber of Commerce and Industry building.
What Is a Development Agency?
Regional development agencies are public legal entities established across geographic regions that span multiple provinces, with the aim of mobilizing local potential, promoting balanced development within the region, and bridging the public and private sectors. In this framework, OKA works in three main areas:
- Investment support — guidance for investors on feasibility studies and incentive legislation through Investment Support Offices
- Grant programmes — funding for projects that contribute to the regional economy, social life and tourism
- Technical support programmes — training, consultancy and project development assistance to strengthen the capacity of institutions and organizations

OKA’s Footprint in Çorum
OKA also supports Çorum’s university-industry ecosystem:
- Projects carried out under the Hitit University Technology Transfer Office with OKA support have strengthened the production capacity of regional firms.
- Information meetings on R&D and design centre incentives have been held at Çorum Teknokent.
- Training and fair-participation support is provided to industrialists in Çorum OSB.
